Vietnam labeling rules 2026 (Decree 37/2026): origin label, Vietnamese sub-label
Vietnam's Decree 37/2026, in force since 23 January 2026, brings the labeling rules of Decree 43/2017 and Decree 111/2021 into one text and tightens origin labeling for customs clearance. Imported goods need origin on the original physical label, and any mandatory content not in Vietnamese must be added on a supplementary Vietnamese label.

What changed in 2026
Decree 37/2026 implements the 2025 amendment to Vietnam's Law on Quality of Goods and Products and took effect on 23 January 2026. Its chapter on labeling consolidates Decree 43/2017, which had applied since 1 June 2017, and the amendments of Decree 111/2021. The draft was notified to the WTO as G/TBT/N/VNM/356 in August 2025.
The main change for exporters is at the border: the original physical label must show origin information for customs inspection and clearance. Vietnam Customs has expanded its role in checking labels, both to apply preferential tariffs where they are claimed and to prevent origin fraud.
Vietnam label checklist for exporters
- Origin on the original label, for example "Made in USA"
- Name of the goods
- Name and address of the manufacturer or responsible organization
- For food: quantity, production date, expiry date, warnings
- Vietnamese supplementary label for content not in Vietnamese
- Origin sticker fixed before import if the original label lacks origin
Origin wording, stickers and Vietnamese labels
Origin is written with "Made in", "Manufactured in", "Country of manufacture", "Origin", "Manufactured by", "Produced in" or "Product of" followed by the country, and country names may be abbreviated under TCVN 7217-1, such as "US" or "USA". If the origin cannot be determined, the label names the place of final finishing with words such as "Assembled in", "Bottled in", "Mixed in", "Finished in", "Packed in" or "Labeled in".
If the original label does not show origin, the foreign manufacturer may fix an origin sticker before importation that is secure, clear, accurate and easy to see. If the label does not fully show the manufacturer's or responsible entity's name and address, that information goes in an attached document or the shipping documents. Imported food whose label lacks mandatory content in Vietnamese, or shows it only partly, needs a supplementary Vietnamese label that matches the original, and the original label stays on the goods.
Step by step
- Check that the original label shows origin with an accepted phrase, such as "Made in" plus the country.
- If it does not, fix a secure origin sticker at the factory before shipping.
- Put the manufacturer's name and address on the label, or in an attached document or the shipping documents.
- For food, show quantity, production date, expiry date and any warnings.
- Agree with the Vietnamese importer on the supplementary Vietnamese label, keeping the original label.
