Exporting Cosmetics to Indonesia: BPOM Notification, Halal and SKI
Every cosmetic product sold in Indonesia needs a notification number from BPOM, Indonesia's food and drug authority, before it can be imported and sold. Only an Indonesian company can file it, usually your importer, using your letter of appointment. From 18 October 2026 imported cosmetics must also be halal certified or, if made from non-halal materials, carry a non-halal statement.

Who files the notification
Only an Indonesian applicant can notify: a local cosmetics manufacturer, a company that has products made under contract in Indonesia, or an importer. Every applicant needs a business identification number (NIB) from the OSS system; for an importer the NIB also serves as its importer identification number (API).
An importer must first get a recommendation as a notification applicant (Rekomendasi sebagai Pemohon Notifikasi) from its local BPOM office, issued after an inspection of its premises. It also needs a named technical person in charge and a signed statement that its directors are not involved in cosmetics crimes.
From the foreign brand owner or manufacturer the importer needs a letter of appointment (surat penunjukan) with at least 6 months of validity left, a cooperation agreement, a Certificate of Free Sale (CFS) for products made outside ASEAN, and GMP evidence for the factory. The notification is held in the importer's name, and that name appears on the label.
Notifkos process, fees and validity
The applicant must have the Product Information File (Dokumen Informasi Produk, DIP) ready before notifying. It then fills in the product template in Notifkos and pays the fee (PNBP) per item. BPOM checks the data, within 14 days under BPOM Regulation 21/2022 (3 days for fragrances), and issues a letter with the notification number. Products can be sent to a safety, benefit and quality evaluation if needed.
Since 26 May 2026 fees follow Government Regulation (PP) 15/2026, which replaced PP 32/2017: IDR 1,500,000 per item made outside ASEAN and IDR 500,000 per item made in an ASEAN country. Check the amount on the payment order, because each item is billed separately.
A notification is valid for 3 years. Apply to renew at least 30 days before it expires; a late application is handled as a new notification and gets a new number.
Ingredients and claims
Indonesia applies the ASEAN Cosmetic Directive through its own rules. BPOM Regulation 25/2025 on technical requirements for cosmetic ingredients replaced BPOM Regulations 23/2019 and 17/2022 on 3 October 2025. Products already notified had 12 months to comply, so the deadline is 3 October 2026. The update added substances such as lilial and quaternium-15 to the prohibited list and changed limits for others, such as salicylic acid.
The ASEAN annexes were last updated in June 2026, so check BPOM's current lists as well as the ASEAN annexes before you notify. Claims must follow BPOM Regulation 3/2022 on cosmetic claims; claims to treat or prevent disease are not allowed.

Labels in Bahasa Indonesia
BPOM Regulation 18/2024 on labelling, promotion and advertising of cosmetics applies since 28 November 2024; the 12-month transition for existing products has ended. The benefits or use, directions and warnings must be in Bahasa Indonesia. The other items may be in Indonesian or in a foreign language written in Latin letters and Arabic numerals.
Imported packs may carry an added Indonesian sticker, as long as every item matches the notified data. Use the halal logo only on certified products.

Halal: required from 18 October 2026
Under Law 33/2014 and Government Regulation (PP) 42/2024, the phase-in for cosmetics ends on 17 October 2026, and from 18 October 2026 cosmetics sold in Indonesia, imported ones included, must be halal certified. Talk of a delay concerned food from micro and small businesses and foreign food, not cosmetics. BPJPH, the halal agency, said in June 2026 that there would be no postponement, and in September 2026 the Trade Minister said imports may still enter but must be certified before they are sold.
Imported products can use a halal certificate from a foreign body that has a mutual recognition agreement with BPJPH, registered with BPJPH, or be certified through BPJPH's SIHALAL system with an audit by an Indonesian halal inspection body. Products made from non-halal materials do not get a certificate; under BPJPH Regulation 3/2026 they must carry "NON HALAL", or "MENGANDUNG BABI" (contains pork), on the label.
BPJPH Regulation 4/2026, in force since September 2026, adds a halal check before the import declaration, with inspection at the loading warehouse by an appointed surveyor. How this is applied to cosmetics was still being settled in late September 2026, so confirm the procedure with your importer before booking.
Import permits, customs and after-sale duties
Since BPOM Regulation 28/2023, cosmetics need an SKI Border (Surat Keterangan Impor) from BPOM before customs release. The importer applies in the e-BPOM system, which connects to Indonesia's National Single Window, and each SKI covers one shipment. Under Trade Minister Regulation 23/2025 some cosmetic HS codes also need a surveyor report before shipment. After import, the notification holder keeps the DIP (four parts under BPOM Regulation 17/2023) for at least one year after the expiry date of the last batch imported, and reports side effects under BPOM Regulation 26/2019: serious cases within 7 or 15 days, other cases every January and July. A new post-market rule was in draft in mid-2026.
Foreign sellers on Indonesian online marketplaces must, under Trade Minister Regulation 19/2026, sell finished goods at a minimum of USD 100 FOB per unit and show the required product permits.
Step by step
- Choose an Indonesian importer with an NIB and cosmetics in its business scope that holds, or can get, BPOM's recommendation as a notification applicant.
- Check each formula against BPOM Regulation 25/2025 and the current ASEAN annexes, and each claim against BPOM Regulation 3/2022.
- Decide the halal route: a certificate from a BPJPH-recognised foreign body registered with BPJPH, certification through SIHALAL, or a non-halal statement.
- Prepare the DIP and send the importer the letter of appointment, cooperation agreement, CFS (for products made outside ASEAN) and GMP evidence.
- Have the importer file each product in Notifkos and pay the fee per item.
- Design labels with the Indonesian text, notification holder, notification number, 2D barcode and the halal logo or non-halal statement.
- For each shipment, have the importer obtain the SKI Border and any surveyor or halal checks, and send a matching invoice and packing list (Triplicate's generator makes both).
- After sale, keep the DIP up to date, report side effects, renew at least 30 days before expiry and watch BPOM and BPJPH updates.

Common problems and how to avoid them
What to do: Ship only after BPOM issues the number and the importer has the SKI Border for that shipment.
What to do: Reformulate and update the notification; products already notified had to comply by 3 October 2026.
What to do: Start certification now or apply the BPJPH non-halal statement; sanctions run from warnings to fines and withdrawal.
What to do: Check that the issuing body has a mutual recognition agreement with BPJPH and that the certificate is registered with BPJPH.

Can a foreign brand hold the BPOM notification itself?
No. The applicant must be an Indonesian business with an NIB, such as an importer or a company using an Indonesian contract manufacturer.
Has the halal deadline for imported cosmetics been postponed?
No, not as of late September 2026. Cosmetics, imported ones included, must be halal certified, or carry a non-halal statement, from 18 October 2026. Watch BPJPH for implementing rules.
How much does a notification cost and how long is it valid?
Under PP 15/2026, IDR 1,500,000 per item made outside ASEAN or IDR 500,000 per item made in ASEAN. It is valid for 3 years.
Can I sell to Indonesian consumers online without a notification?
