Indonesia SDPPI certification for telecom devices: Permenkominfo 3/2024
Telecommunications equipment made, assembled or imported for trade or use in Indonesia needs a certificate under Permenkominfo No. 3 of 2024, which replaced Permenkominfo No. 16 of 2018. The certificate is issued for each brand and type after testing by a designated laboratory, and each device or its packaging carries a label with the certificate number, PLG ID and a QR code.

Testing and documents
Conformity with the technical standards is shown by testing each brand, type and country of origin at a domestic or foreign test laboratory designated under other regulations. The certificate is issued for each brand and type, and it is not proof of trademark ownership or agency status.
The application includes the test report, technical specifications, a declaration of conformity and colour photos, plus documents that depend on the product: an IMEI declaration for phones, handheld computers and tablets, trademark or distributor documents, partnership letters for cellular repeaters and satellite phones or modems, and proof of local content (TKDN) for equipment that must meet those rules. Test reports for phones, handheld computers and tablets must be no more than 5 years old. Devices under 10 mW with one identical telecom feature can share one certificate across variants of the same brand and type.
Label and after certification
- Each device and/or its packaging carries a label with the certificate number and PLG ID, a QR code with the certificate data and a warning against modifications that could cause interference.
- The holder reports the label, with a photo, within 30 days of certification.
- The certificate has no expiry date, but the device can be produced, assembled or imported for up to 3 years from issue; after that, a new certificate based on new testing is needed.
- Certificate data is sent to the Indonesia National Single Window (SINSW) in real time.
- Post-market surveillance tests samples in a domestic laboratory at least once a year per brand and type.
- Certain devices must have unique IMEI numbers, as set by the Directorate General.
Sanctions
Manufacturers and importers without a certificate face administrative fines, seizure, certificate revocation, product recall and a 1-year service suspension. Traders and users get a written warning, then fines, seizure and recall if the violation continues within 7 days. False data or invalid documents lead to revocation, a 2-year suspension and recall, and labelling violations to warnings and then a 6-month suspension.
Step by step
- Check whether your product is telecommunications equipment or has telecommunications features covered by the regulation.
- Decide who will apply: the trademark holder in Indonesia, its appointed representative or distributor, or the manufacturer or assembler.
- Test each brand, type and country of origin at a designated laboratory.
- Apply through the OSS system with the test report, specifications, declaration of conformity, photos and any product-specific documents, such as the IMEI declaration or TKDN proof.
- Print the label with the certificate number, PLG ID, QR code and warning, and report it within 30 days.
- Plan a new certificate before the 3-year production and import window ends.
