Sea waybill: meaning
A sea waybill is a non-negotiable transport document for sea freight. The carrier delivers the goods to the consignee named on it, who only has to prove its identity, so no original document has to be sent to the destination.
At a glance
How a sea waybill works
The carrier issues the sea waybill as a receipt for the goods and evidence of the contract of carriage, like a bill of lading. The difference is delivery: the carrier hands the goods to the consignee named on the waybill on proof of identity, without an original document. That saves courier time and avoids cargo waiting at the port for paperwork.
When to use it
A sea waybill suits shipments where the seller does not need to keep control of the goods until payment: payment in advance, open account with a trusted buyer, or shipments between companies of the same group. Because the named consignee can collect the goods without paying first, it gives the seller no security for an unpaid sale.
Sea waybill, telex release and original B/L
With a telex release, a bill of lading was issued and its originals were surrendered to the carrier at origin; with a sea waybill, no bill of lading is issued at all. Under a letter of credit, check whether the credit asks for a non-negotiable sea waybill (UCP 600 article 21) before agreeing to one.

Common questions
Is a sea waybill a document of title?
No. It is a receipt for the goods and evidence of the contract of carriage, but not a document of title, so it cannot be used to transfer the goods by endorsement.
Can the shipper change the consignee on a sea waybill?
Under the CMI Uniform Rules, the shipper can change the consignee by giving the carrier reasonable notice in writing before the consignee claims the goods at destination, unless the shipper has transferred that right to the consignee.
Do banks accept sea waybills?
Under UCP 600 a letter of credit can call for a non-negotiable sea waybill (article 21), but the credit must ask for one; many credits still require a full set of original bills of lading.
