Brazil ANATEL homologation: certification for telecom and wireless products
Telecommunications products cannot be used or sold in Brazil without ANATEL homologation. Most products for sale are certified by a designated certification body (OCD) and then homologated by ANATEL; some, such as drones imported for personal use, use a declaration of conformity instead. Homologated products carry the Anatel seal with the homologation number.

Certification or declaration of conformity
Article 29 of Resolution 715 lists the forms of conformity assessment, from a declaration of conformity, with or without a test report, to certification based on type testing, periodic evaluations or a factory management system assessment. Certification is run by a designated certification body (OCD) and ends in a certificate of technical conformity based on type-test results.
Certification is favoured for end-user products, transmitters using collective-interest or broadcasting spectrum, high-power products and critical or high-performance products (Article 32). A declaration is favoured for single-purpose, special or low-volume products and for products imported for the applicant's own use (Article 33); it must still be submitted to ANATEL for homologation.

- Any person or company, for its own use
- Applicants must be individuals resident in Brazil or companies organised under Brazilian law (Article 20)
- A company selling in Brazil must show it can meet consumer rights, warranty and technical assistance obligations (Article 21)
- Third parties cannot homologate products made in Brazil, even with the manufacturer's authorisation
Seal, online sales and sanctions
Homologated products must carry the homologation identification, and imported products for sale must carry it before they enter Brazil, subject to exceptions (Article 63). The homologation code is personal and non-transferable.
Article 83 makes it a sanctionable offence to use, sell or import non-homologated products, to sell or use products without the Anatel seal and to omit the homologation code in online ads; selling includes stocking, pricing, offering and advertising. Since 2025, marketplaces and digital platforms are jointly liable with the sellers that advertise on them (Article 55). A homologation has no end date unless the technical requirement sets one, but certificate-based homologation depends on periodic maintenance (Articles 61 and 62).
Step by step
- Check whether your product is a telecommunications product: equipment, a device or an element needed for telecommunications, including accessories and peripherals.
- Decide who will apply: your company in Brazil or a commercial representative, since applicants must be resident in Brazil or organised under Brazilian law.
- Choose the route: certification through an OCD, generally used for products sold in Brazil, or a declaration of conformity.
- Have the product type-tested and obtain the certificate of technical conformity from the OCD.
- Submit the homologation request and documents in ANATEL's CERTIFICA system, using a gov.br account at Silver or Gold level.
- Put the Anatel seal and homologation number on the product before it enters Brazil, and show the code in online ads.
